Research on the Sharing of Family Care Responsibilities under the "Three-child"Policy——Based on the Analysis of the Relationship between the State and the Family

Abstract:
From the perspective of the relationship between the state and families, this paper analyzes the sharing of parenting responsibilities under the "three-child" policy. Currently, with the low birth rate, families are bearing excessive economic, time, and energy pressures. Women are particularly plagued by the penaltiesof motherhood and conflicts between family and career. The state's insufficient support in terms of childcare, subsidies, and legal protection has exacerbated the family's burden and inhibited childbirth. By applying the theory of welfare system, the state's responsibility should shift from the private domain of families to public affairs, and a shared mechanism led by the state, based on families, and coordinated by the market and society should be constructed. Measures such as implementing parental leave, universal childcare, and gender equality should be implemented to reduce the family burden and promote the implementation of policies and balanced population development.
